Abstract
The rapid development of tourism facilities in Ubud District has driven massive conversion of productive rice fields. This study examines the case of Green Flow Villas which violates the provisions of the Ubud District Detailed Spatial Plan (RDTR). The objectives are to identify spatial utilization problems and government control efforts, analyze policy implementation based on success factors (Communication, Resources, Disposition, Bureaucratic Structure) according to Edward III's theory (1980), and formulate strategies to improve the effectiveness of spatial utilization control policy implementation. The results show that of the total land area of 19,570 m², an area of 6,911 m² (35.5%) is classified as "Non-Compliant" with the Spatial Pattern Plan of the Ubud District RDTR. Building units 3, 4, and 5 are located in the Agricultural Sub- Zone (P-1 or Food Crops) which is not permitted for villa construction, while building units 1 and 2 located in the Tourism Sub-Zone are permitted to resume operations after fulfilling basic licensing requirements (KKPR, Environmental Approval, PBG, and SLF). The Gianyar Regency Government has undertaken various control efforts including supervision, warning letters, summons, temporary suspension of operational and construction activities, and the imposition of Administrative Sanctions. Policy implementation by the Gianyar Regency DPUPR and Satpol PP has not been optimal. The main inhibiting factors are limited human resources and equipment resources. Recommended strategies include improving human resource quality, increasing the Satpol PP fleet, optimizing policy communication, and involving Village Governments and the community as preventive supervisory partners. This study concludes that the implementation of spatial utilization control policy in Ubud District has not been effective, thus requiring strengthening of internal government capacity and a community-based collaborative approach.
