Abstract
The construction of the Karangnongko Dam as a National Strategic Project in Bojonegoro Regency has encountered challenges in completing the acquisition of Village Treasury Land (TKD), particularly in Kalangan and Ngelo Villages. These challenges arise because TKD is governed not only by the legal framework of land acquisition for public purposes, but also by the regulations on village asset management. This condition gives rise to various social, administrative, juridical, and institutional constraints, and reveals a gap between normative rules and their implementation in practice. This study aims to analyze the implementation of compensation for TKD, identify the obstacles encountered, and examine the implementation of Minister of Home Affairs Regulation Number 3 of 2024 in the process of completing TKD acquisition for the construction of the Karangnongko Dam. This study employed a qualitative approach using a case study method. The findings show that compensation for TKD has gone through the formal stages of land acquisition, from location determination to the payment of monetary compensation. However, the process has not been substantively completed because replacement land has not yet been fully provided and restored as a village asset. The main obstacles lie not in open social conflict, but in administrative, juridical, and institutional issues, such as document adjustment, the freezing of funds in special accounts, the utilization of compensation funds, tiered licensing, and weak inter-agency coordination. Minister of Home Affairs Regulation Number 3 of 2024 is considered progressive because it provides a clearer normative basis, although its effectiveness at the operational level remains limited.
