Abstract

This study analyzes delays in the implementation stage of land acquisition after the issuance of Location Determination (Penlok) for the development of the DI Jlantah Network in Karanganyar Regency. Although the Penlok had been issued through the Decree of the Governor of Central Java Number 100.3.3.1/58 of 2025 dated February 18, 2025, the land acquisition process had not yet proceeded to the implementation stage. This study uses a descriptive qualitative method through interviews with the Regional Office of BPN Central Java Province, the Land Office of Karanganyar Regency, the Central Java Housing and Settlement Area Agency, and BBWS Bengawan Solo, as well as document studies of land acquisition documents, minutes of meetings, official letters, maps, and relevant regulations. The results show that the delay was caused by data inconsistencies among the DPPT, Penlok, route map, and verification results of the Land Office; route changes affecting location, area, affected parcels, and entitled parties; suboptimal updating of DPPT and LARAP; and weak internal and interinstitutional coordination. The proposed solutions include data synchronization through overlay and revalidation, optimization of LARAP by consultants, and strengthening cross-institutional technical coordination forums.
