Abstract

The use of Instagram as a public communication tool in government institutions has increased significantly, particularly in disseminating land-related information. Within the framework of Public Communication Strategy (Strakom), the effectiveness of digital communication is commonly measured through engagement indicators. However, such metrics do not necessarily reflect users’ actual satisfaction. Therefore, this study aims to analyze the influence of Instagram usage (@kantahkabsukoharjo) on user satisfaction with land information and to examine its management dynamics at the organizational level. This research employs a mixed methods approach using a concurrent embedded design, where quantitative data serve as the primary method and qualitative data act as a supporting component. Quantitative data were collected through questionnaires distributed to 100 respondents using purposive sampling, while qualitative data were obtained through interviews with social media managers. Simple linear regression was applied for quantitative analysis, and qualitative analysis was used to deepen the interpretation. The results indicate that Instagram usage has a positive and significant effect on user satisfaction, with a coefficient of determination (R²) of 0.766, meaning that 76.6% of the variance in user satisfaction can be explained by social media usage. However, qualitative findings reveal that social media management still faces resource limitations and tends to focus on increasing engagement rather than systematically identifying user needs. The study concludes that high user satisfaction primarily reflects the fulfillment of basic expectations (confirmation), rather than exceeding them (positive disconfirmation). Therefore, the effectiveness of public communication should not be assessed solely based on quantitative indicators, but also on the quality, relevance, and meaningfulness of the information delivered to users.
