Abstract

The industrial sector made a significant contribution to West Java’s economy, accounting for the largest share 41,39% of its Regional Gross Domestic Product (RGDP) in 2024. However, industrial development has triggered an increased demand for agricultural land, which is vital for maintaining national food security. As part of efforts to protect agricultural land, the government has designated Protected Rice Fields (LSD). This situation has implications for the conversion of LSD. Meanwhile, LSD cannot be converted unless a Recommendation for Land Use Change is obtained from the Minister. This study aims to : (1) determine the impact of industrial development on the conversion of LSD from 2021 - 2025; and (2) examine the implementation of the Land Use Change Recommendation policy regarding LSD conversion in Pabedilan Subdistrict and Ciledug Subdistrict. The research method used in this study is a mixed-methods approach. Data collection techniques included satellite image interpretation, field observations, interviews, and document analysis. The analytical techniques employed in this study were quantitative descriptive analysis with a spatial approach and qualitative descriptive analysis with an empirical-legal approach. The research results indicate that industrial development has implications for the conversion of LSD. Massive land conversion for industrial and residential development has occurred using LSD. The analysis results show that the area of industrial land within the LSD increased by 32,69 hectares, and the area of residential land increased by 31,52 hectares. Such land-use conversion can only be carried out through the issuance of a Land Use Change Recommendation (RPPT). The policy for issuing land use change recommendations in the context of LSD land use conversion has been implemented in accordance with the provisions of Ministerial Regulation ATR/BPN No. 2 of 2024.
