Abstract
Currently, there are still many State-Owned Assets (BMN) that have not been properly optimized or are idle. Numerous issues arise regarding BMN assets due to unclear utilization status on the ground, as well as weak supervision and security of assets, resulting in many unrecorded, damaged, lost, abandoned (idle), and underutilized assets. Tegal Regency is one of the regions where both state and local government asset remain underutilized. One example is a BMN asset in Tegal Regency that is underutilized or idle, such as the one located in Kudaile Village, Slawi District. This asset is situated in the city center and possesses excellent economic potential if is utilization is optimized. This study to indentify and analyze the best and most optimal use of the BMN asset located in Kudaile Village using the Highest and Best Use (HBU) analysis. The analysis of idle BMN assets currenly controlled by Bawaslu examined legal, physical, financial, and maximum productivity aspects. This study employed a mixed-methods approach to ensure a more comprehensive HBU analysis. Based on the analysis conducted, it can be concluded that: Based on the analysis of legal and physical aspects, alternative uses for BMN assets that have not yet been optimized include office, wholesale trade (motorcycle dealerships), and caffe; From the results of the financial and maximum productivity analysis, the most viable alternative is a café with an NPV of Rp 1.706.383.499 and a payback period of 2 years and 8 months. However, the determination of HBU for BMN assets must consider the agency’s mandate for public service. Therefore, the research result for the HBU of the object in question is office space; in addition to meeting the four aspects of the analysis, this use is considered the most feasible due to the level of need and the agency’s mandate.
