Abstract

RTH serves as the city's lungs, producing oxygen, reducing air pollution, preventing floods, and functioning as a means of community socialization. Surabaya is experiencing urbanization, as evidenced by a population density of 8.995 people/km² in 2025, and requires the provision of adequate and proper green open space, especially public green open space that is accessible to all groups. The provision of public green open space in Surabaya aims to improve both its quantity and quality based on three aspects: environmental/ecological, social, and economic. Therefore, the participation of various parties, including the government, private sector, and the community, is needed. This study aims to determine the characteristics (area, number, type, shape), changes, and distribution patterns of public green open space in Surabaya City in 2007, 2014, 2021, and 2026; the factors influencing the suboptimal quality of public green open space functions in Surabaya City; and the direction for forming a green corridor network to increase the connectivity of public green open space in Surabaya City. This research method uses a mixed-method approach. The research results indicate that the characteristics of public green open space, namely the area of public green open space and the number of polygons, increased from 2007 to 2026, consisting of 3 types of public green open space with 13 shapes. The global distribution pattern of changes in public green open space is clustered, obtained from spatial autocorrelation analysis with a Moran's I index value of 0.068382. Locally, there are 2 clusters: the High-High (HH) cluster, consisting of Pakal, Benowo, Sukolilo, and Rungkut Districts, and the Low-Low (LL) cluster, consisting of Genteng District. Factors influencing the suboptimal quality of public green open space functions based on Minister of Public Works Regulation No. 5 of 2008 are physical/ecological, social, and economic. The economic factor is a key factor in optimizing the quality of green open space functions because it relates to funding sources for the provision, management, and supervision of public green open space. Therefore, it is necessary to increase funding sources, which initially only dominated by the Regional Budget (APBD), can also be enhanced through Corporate Social Responsibility (CSR) and Public- Private Partnership (KPBU). There are 3 main directives for forming a green corridor network that functions to increase connectivity between public green open spaces in the City of Surabaya. The total area of the green corridor network formed is 3.623,84 hectares, consisting of 2.406 polygons with typologies including high-voltage power line greenways, pedestrian paths, road medians, traffic islands, coastal buffer green open spaces, railway buffer green open spaces, river buffer green open spaces, and green belts.
