Abstract
This study aims to analyze the suitability of the Land and Building Tax Object Sales Value (NJOP) and Land Value Zone (ZNT) toward land market prices in Sidomulyo Village, East Ungaran District, Semarang Regency. The background of this study is based on the differences between administrative land values determined by the government and the actual land market prices in the community. These differences are influenced by regional development dynamics, land use changes, and the growth of economic activities that continuously affect land values. This research employed a descriptive quantitative method with comparative and spatial analysis approaches based on Geographic Information Systems (GIS). The research sample consisted of 40 land parcels that had NJOP, ZNT, and land market price data. Data collection techniques included documentation studies, field observations, and interviews. Data analysis was carried out by calculating the differences and deviations between NJOP and ZNT values against land market prices, which were then presented in tables and maps. The results of the study indicate that the NJOP value in Sidomulyo Village tends to be lower than the land market price, resulting in a significant deviation from the actual market value. Meanwhile, ZNT has a higher level of suitability to land market prices compared to NJOP because it is prepared based on market transaction data and spatial analysis. The differences between NJOP, ZNT, and land market prices are influenced by regional development, accessibility, land use changes, and administrative value updates that have not fully adapted to land market dynamics. Based on the findings, it can be concluded that ZNT is more representative in reflecting land market values compared to NJOP. Therefore, this study is expected to serve as evaluation material for local governments in determining NJOP and as input for the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) in updating ZNT to better reflect actual land market conditions.
