Abstract

The Pucung Village Master Plan 2022–2042 serves as a long-term development guideline, with tourism as one of its priority sectors. This study aims to analyze the implementation of the master plan in the tourism sector, identify the challenges encountered, and examine the efforts made to address them. The research employed a qualitative descriptive method using interviews, documentation, and document analysis. Data were analyzed based on David C. Korten’s Program Implementation Fit Model. The results show that the implementation of the master plan has been carried out through collaboration between the village government, tourism organizations, and the local community. The program has contributed to improving local economic activities and tourism infrastructure. However, its implementation still faces several challenges, including the geographical characteristics of the karst area, limited human resources, uneven community participation, funding constraints, land legality issues, and unequal distribution of tourism benefits. To overcome these challenges, the village government has adapted programs to local conditions, strengthened community capacity through training, established partnerships with external stakeholders, and developed integrated tourism packages.
