Abstract

This study aims to analyze the perspectives of local communities toward real estate ownership by foreign nationals in Canggu Village, North Kuta District, Badung Regency, Bali. The phenomenon of foreign investment in the tourism and real estate sectors has encouraged land-use conversion and changes in the social structure of the area. This research employs a qualitative descriptive method with a thematic analysis approach. Data were collected through in-depth interviews, field observations, and documentation studies involving local residents, traditional leaders, and village officials. The results indicate that real estate ownership by foreign nationals in Canggu Village is generally carried out through long-term lease systems and cooperation with local communities. The community perceives this phenomenon ambivalently; on one hand, it provides economic benefits such as increased income, employment opportunities, and regional development, while on the other hand, it creates impacts such as the conversion of agricultural land, socio-cultural changes, and concerns regarding local competitiveness. In addition, the existence of traditional awig-awig customary law plays a role as a social control mechanism in maintaining a balance between investment development and the preservation of local cultural values. This study is expected to provide input for the government and policymakers in formulating regulations regarding real estate ownership by foreign nationals that are fairer, more sustainable, and more supportive of local communities.
