Abstract

The Complete City Development Program is a strategic initiative aimed at establishing comprehensive, accurate, and integrated land administration data. This study aims to evaluate the implementation of the spatial framework in the Complete City Development Program at the Makassar City Land Office, identify the challenges encountered during its implementation, and examine the efforts undertaken to address these challenges. This research employed a qualitative method with a case study approach. Data were collected through observation, interviews, documentation, and literature review, and were analyzed using descriptive analysis. The results indicate that the implementation of the spatial framework has supported the Complete City Development Program through the improvement of cadastral mapping quality and the integration of land administration data in accordance with the applicable standards. Nevertheless, its implementation continues to face several technical challenges, including data inconsistencies, incomplete land records, system limitations, and differences in coordinate reference systems, as well as non-technical challenges related to the limited number and competency of human resources. To address these issues, data cleansing and mapping prioritization were implemented, contributing to a reduction in the number of land parcels classified as KW 4, KW 5, and KW 6. Therefore, the implementation of the spatial framework has supported the realization of the Complete City Development Program in Makassar City; however, further improvements in data quality, information systems, and human resource capacity are still required to optimize its implementation.
