Abstract
Electronic land rights transfer service is part of the digital transformation of land administration launched by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency through Ministerial Regulations No. 1 of 2021 and No. 3 of 2023, and was implemented at the Land Office of Makassar City on 21 August 2025. This research aims to (1) analyze the implementation of electronic land rights transfer service, (2) identify internal and external inhibiting factors encountered, and (3) analyze the resolution strategies undertaken by the Land Office of Makassar City. The research employs a qualitative descriptive method through interview, observation, and literature study techniques, using George C. Edward III's Public Policy Implementation Theory as the analytical framework covering four variables: communication, resources, disposition, and bureaucratic structure. The findings reveal that during the period of August 2025 to February 2026, a total of 4,901 electronic applications were recorded, dominated by sale-purchase transactions at 93.9%, while transfers due to inheritance and inbreng recorded zero applications. The implementation has been running but is not yet optimal, marked by uneven socialization among the general public, system and network instability, PPAT adaptation challenges in cases of analog certificates, as well as the dualism of service flows and the reject by system mechanism which potentially disadvantages applicants. Strategies implemented by the Land Office of Makassar City include continuous socialization and helpdesk provision, technical training for human resources, institutional synergy with IPPAT, and SOP refinement that has successfully reduced service completion time by approximately 57–86%. This research recommends expanding socialization to the general public particularly heirs and business actors, strengthening infrastructure, and formalizing SOP for PNBP risk mitigation to realize public services that are effective, efficient, transparent, and accountable.
