Abstract

The development of Pahlawan Street Center (PSC) in Madiun City created a new public space, tourism attraction, and urban commercial corridor. This study analyzes changes in Land Value Zones from 2019 to 2025 around PSC and explains the role of PSC development in those changes. The research used a sequential explanatory mixed method with a spatial approach. Quantitative analysis was conducted through buffering within 500 m of PSC, overlaying and intersecting the 2019 and 2025 Land Value Zone maps, and calculating percentage changes in land value. Qualitative analysis used field observation, document study, and interviews with government agencies, local officials, business actors, landowners, and residents. The results show that the study area had 9 zones in 2019, with land values ranging from Rp1,141,000/m2 to Rp5,279,000/m2. In 2025, the number increased to 83 zones, with values ranging from Rp552,000/m2 to Rp13,945,000/m2. Overlay analysis produced 142 change units; 77 increased and 65 decreased. The highest increase reached 1,122.17%, while the largest decrease reached 87.16%. PSC encouraged changes through accessibility, environmental quality, supporting facilities, branding, economic activity, and property utilization, but its effects were uneven across zones.
