Abstract

The National Strategic Project (Proyek Strategis Nasional) represents a government effort to achieve equitable infrastructure development across various regions. Land acquisition is a crucial process in preparing land for development projects; however, although planning has been established, delays still occur during implementation. This study aims to identify the obstacles and solutions applied in the implementation of compensation for waqf (endowment) land in the land acquisition process for the construction of the Cibeet Dam in Cariu Village and Kutamekar Village, Cariu Sub-district, Bogor Regency. This research discusses the compensation mechanism for waqf land and analyzes the obstacles encountered as well as the solutions to overcome them, based on Peraturan Pemerintah Nomor 19 tahun 2021 dan Peraturan Pemerintah Nomor 25 tahun 2018. This study employs a qualitative research method with a descriptive approach. The research findings identify several problems, namely: unclear appointment of the nazhir (waqf administrator), the absence of designated replacement land, and insufficient coordination among relevant institutions. These problems require appropriate solutions to ensure the process runs according to plan. Several solutions can be applied in the implementation process, including: socialization of the registration of the Waqf Pledge Deed (Akta Ikrar Wakaf), acceleration of the nazhir appointment and Waqf Pledge Deed registration, provision of down payment assistance and replacement land recommendations from village officials, improved coordination among institutions, and transparent implementation of the land acquisition process.
