Abstract
The digital transformation of land services in Indonesia has been realized through the policy on the issuance of electronic land certificates under the Regulation of the Permen ATR/BPN No. 3 Tahun 2023. Although land registration in Kudus Regency has reached a high level, with 95.95% of all land parcels already certified, the implementation of electronic land certificate issuance continues to face significant challenges. This study aims to examine the capability of the Kudus Regency Land Office in providing electronic land certificate issuance services during the 2023–2025 period and to analyze its implementation strategy, focusing on the man (human resources) and methods (service delivery methods) elements. This study employed a qualitative method with an empirical approach. Data were collected through observations of land registration activities, in-depth interviews with officials of the Kudus Regency Land Office, and documentation studies of archival records and public service application reports. The data were analyzed using an interactive process consisting of data reduction, data presentation, and conclusion drawing and verification. The findings indicate that the implementation of electronic land certificate issuance in Kudus Regency has not yet been optimal, as reflected by the predominance of analog land certificates, totaling 429,146 certificates (95.02%), compared to only 22,491 electronic certificates (4.98%). Public application data from 2023 to 2025 show that service activities were dominated by land registration data maintenance, particularly the Transfer of Rights and Encumbrance of Rights services, rather than First-Time Land Registration. The implementation of the strategy relies heavily on the man element through improving employees' understanding and enhancing public awareness, as well as the methods element through simplifying service procedures and conducting effective public outreach. Optimizing these two elements is essential to addressing the public's limited understanding of electronic land certificates and their continued reliance on conventional analog certificates.
