Abstract

The management of local government land assets that are not digitally integrated often creates obstacles in monitoring, asset security, and regional financial reporting. This study aims to design and develop a web-based Land Asset Management Information System (SIMASET) in Pasuruan City to improve the efficiency and transparency of managing Regional Owned Property (BMD), specifically KIB A (Land). The research method used is the system development method (R&D) with a descriptive qualitative approach. The research location is within the Pasuruan City Government, with the research objects being spatial and textual data of government land assets. Data analysis techniques were carried out through system requirements analysis, process modeling, and system effectiveness analysis. The results showed that the strategic geographical condition of Pasuruan City requires accurate asset administration to avoid land conflicts. The design of SIMASET was carried out through the stages of database development that integrates textual data and asset location coordinates. Program development used the Visual Studio Code programming language and PostgreeSQL database. System testing results using the Black Box Testing method indicated that all feature functions operated correctly. User evaluation shows that this system is able to accelerate the process of searching asset data, facilitate monitoring of land certification status, and support decision-making for the Pasuruan City Government in the context of administrative, physical, and legal asset security.
