Abstract

The digital transformation in Indonesia's land sector has driven the Ministry of ATR/BPN to shift from paper-based analog land certificates to electronic land certificates, though this transition presents distinct risk profiles for each. This study aims to identify, analyze, and compare risk management between electronic and analog land certificates at the Tegal Regency Land Office based on Ministerial Regulation of ATR/BPN Number 1 of 2026. A descriptive qualitative method with a comparative approach was employed, using interviews, observation, and documentation, following the ISO 31000 risk management framework. The findings show that the primary risks for analog certificates are physical and administrative (document damage and missing land books), while electronic certificate risks are technological (server downtime and cyber threats). Both certificate types yielded the same residual risk score of 14, categorized as Medium. Electronic certificates show superior long-term security advantages through TTE, audit trail, and BSSN encryption systems. The recommended strategy is an integrated (hybrid) model combining physical and digital security throughout the media conversion process.
