Abstract
Land acquisition for public interest development is a strategic government effort to support infrastructure development, including the Kediri–Tulungagung Toll Road Project. However, the implementation of compensation payments in Desa Tiron, Kecamatan Banyakan, Kabupaten Kediri encountered obstacles due to the emergence of consignation (konsinyasi), namely the deposit of compensation funds through the District Court because entitled parties refused to accept the compensation. This condition indicates the existence of risks in the land acquisition process that need to be identified, analyzed, and controlled to minimize the occurrence of similar cases in future land acquisition activities. Therefore, this study aims to identify the factors causing consignation, analyze the risks arising from the land acquisition process, and formulate risk control measures based on the risk management framework of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency. This study employed a qualitative descriptive approach. The research was conducted in Desa Tiron, Kecamatan Banyakan, Kabupaten Kediri. Data were collected through interviews, document studies, and field surveys. Informants consisted of affected landowners, village officials, and parties involved in land acquisition activities. Data analysis was carried out through data reduction, data presentation, and conclusion drawing. Risk analysis and control were conducted using the risk management principles stipulated in Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency Number 1 of 2026 concerning Risk Management Implementation. The results show that consignation in Desa Tiron was primarily caused by differences in perceptions regarding compensation values between the community and appraisal results, limited public understanding of land acquisition mechanisms, and legal issues related to inheritance disputes and land ownership. The identified risks include reputational risk, legal risk, operational risk, and governance risk. Risk impacts were found to affect the effectiveness of land acquisition implementation, public trust, and project completion timelines. Risk control measures that can be implemented include strengthening public outreach activities, increasing transparency in compensation valuation, improving verification of legal land data, and establishing structured legal assistance mechanisms for disputed land parcels. These measures are expected to reduce the potential for consignation in future land acquisition activities.
