Abstract
This study examines the digital transformation of land record (warkah) management at the Bekasi Regency Land Office through the implementation of the Land Record Management Information System (SIMAWAR). Employing a qualitative case study approach, this research analyzes the transformation process using Kotter's 8-Step Change Model and assesses employee acceptance using the Technology Acceptance Model (TAM). Data were collected through in-depth interviews, non participatory observation, and documentation. Findings indicate that all eight stages of Kotter's model were implemented, from building a sense of urgency driven by inefficiencies of the manual system and national digitalization policy to institutionalizing SIMAWAR as a permanent organizational practice. Employees demonstrated high levels of acceptance across both TAM constructs: perceived usefulness (accelerating retrieval, improving performance) and perceived ease of use (intuitive interface, rapid mastery).
