Abstract

The inconsistency between land parcel data in the GeoKKP system, physical field conditions, and Survey Documents (Surat Ukur) may affect the quality of land information and hinder the implementation of land administration. Nglanggeran Village, as one of the areas where the Complete Systematic Land Registration (PTSL) program has been implemented, still exhibits discrepancies in land parcel data that require further identification. This study aims to identify the forms of discrepancies among land parcel data in the GeoKKP system, physical field conditions, and Survey Documents, analyze the factors causing these discrepancies, and examine their impacts on the accuracy of land information and the implementation of land administration. This research employed a mixed-methods approach using a sequential explanatory strategy. Quantitative analysis was conducted by assessing the conformity of the position, shape, and area of land parcels using 30 land parcel samples, while qualitative analysis was carried out through interviews and documentation to identify the underlying causes and their impacts. The results indicate significant discrepancies between the GeoKKP system, physical field conditions, and Survey Documents, particularly regarding the position, shape, and area of land parcels. These discrepancies are influenced by technical factors, including previous surveying methods, digitization errors, and outdated spatial data, as well as non-technical factors such as changes in parcel boundaries, changes in physical land occupation, and limited availability of land administration archives. These inconsistencies reduce the accuracy of land information, increase the potential for land boundary disputes, hinder the provision of land administration services, and pose challenges to the implementation of the Complete Village Program (Desa Lengkap). Therefore, periodic updating of land information through field verification and synchronization of digital data, land administration documents, and actual field conditions is necessary to improve the quality and reliability of land information.
