Abstract

The implementation of the policy converting analog land certificates to electronic certificates faces bureaucratic resistance and sociocultural barriers, which are primarily driven by the asynchrony of analog data readiness, application systems, and electronic transition implementation at the city level. To address this issue, this study aims to analyze the implementation of the policy by describing the level of technical difficulties, identifying various internal and external challenges, and formulating institutional adaptation strategies at the Surakarta City Land Office. This research employed a qualitative descriptive method with a case study approach, utilizing in-depth interviews with 17 informants. The findings indicate an imbalance in workload between sections. Survey and Mapping Section officers handled a high workload due to the spatial complexity of land parcels and the instability of the application systems used. Meanwhile, officers from the Land Rights Determination and Registration Section faced difficulties validating spelling in outdated analog land records. Externally, the public still demonstrated psychological resistance to the physical form of electronic certificates and significant concerns regarding data security. This study concludes that the primary obstacle in policy execution lies in the asynchrony of analog data readiness, application systems, and electronic transition implementation. Therefore, the recommended strategies include conducting pre-input analog data audits, increasing the stability of information technology infrastructure, and shifting from a social media outreach model to a direct community approach to ensure legal certainty.
