Abstract

Village treasury land (tanah kas kalurahan) is a strategic asset that plays an important role in increasing Village Original Revenue (PAKal) and community welfare. Kalurahan Sitimulyo, Kapanewon Piyungan, Bantul Regency, designated as an industrial area, holds significant potential for the utilization of village treasury land. This study aims to describe the management and utilization mechanisms of village treasury land and to analyze its social and economic impacts on the kalurahan and the community of Kalurahan Sitimulyo. A descriptive qualitative method was employed with purposive sampling technique involving 25 informants through interviews, observation, and document study. The results indicate that the utilization of village treasury land is predominantly through leasing, with mechanisms adjusted based on land area scale and land use conversion, and has implemented good governance principles. The social impacts include changes in community livelihoods through the emergence of various new businesses and employment opportunities in industrial factories, although negative impacts were identified in the form of environmental pollution caused by domestic wastewater from factory facilities. Economically, the realization of PAKal from village treasury land utilization reached Rp1,458,005,523 in 2025, exceeding the established target. However, the instability of industrial factory operations has led to a decline in income for some members of the community.
