Abstract
This study examines the role of social communication in resolving customary land rights conflicts between the Kajang Ammatoa Indigenous Community and PT London Sumatra (PT Lonsum) in Bulukumba Regency, South Sulawesi. The conflict arises from competing land claims between the indigenous community, which bases its rights on hereditary land tenure, customary values, and the principles of Pasang ri Kajang, and the company, which relies on the legal status of a state-granted Right to Cultivate (Hak Guna Usaha / HGU). Although legal recognition of the Kajang Ammatoa Indigenous Community has been established through Constitutional Court Decision No. 35/PUU-X/2012 and Bulukumba Regency Regional Regulation No. 9 of 2015, land disputes continue to persist. This study aims to analyze the role of social communication in shaping shared perceptions, fostering social relationships, and creating collective interaction in the process of resolving customary land rights conflicts. A qualitative research method with a case study approach was employed, utilizing interviews, observations, and document analysis involving customary leaders, indigenous community members, local government officials, representatives of the National Land Agency, and company stakeholders. The findings indicate that social communication plays a significant role in maintaining internal solidarity within the indigenous community through customary deliberation mechanisms (A’borong), the leadership roles of Ammatoa and Galla, and the values of Pasang ri Kajang as shared guiding principles. Social communication also encourages collective action among community members in defending customary land rights through both non-litigation and litigation channels. However, the communication processes have not succeeded in generating mutual understanding among the indigenous community, the government, and the company. This is largely due to differing perceptions regarding the meaning of land, land tenure status, territorial boundaries, and the sources of legitimacy relied upon by each party. The study reveals that the failure to resolve the conflict is not caused by the absence. of communication, but rather by the inability of existing communication processes to bridge the gap between customary-historical legitimacy and legal-administrative legitimacy. Communication forums tend to function as arenas for expressing the interests of each party rather than as mechanisms for building shared understanding. As a result, the conflict continues to recur despite various dialogue and mediation efforts. This study concludes that resolving customary land rights conflicts involving the Kajang Ammatoa Indigenous Community requires a more participatory and equitable communication model capable of translating customary claims into formal land administration mechanisms. Therefore, social communication should function not only as a medium forinformation exchange but also as an instrument for building trust, fostering mutual understanding, and achieving sustainable conflict resolution.
