Abstract

Digital transformation in land administration services haas encouraged the National Land Agency (BPN) to develop the Electronic Roya Service (Electronic Mortgage Discharge Service) as part of the seven priority land services. This study aims to evaluate the effectiveness of the mplementation of the electronic Rota service at the Makassar City Land Office and to identify its supporting factors, inhibiting factors, and optimization strategies. This research employed a qualitative method with descriptive approach. Data were collected through interviews, observations, and document studies and were analyzed using the interactive analysis model of Miles and Huberman. Service effectiveness was assessed using Richard M. Steers’s organizational effectiveness indicators, namely goal attainment, integration, and adaptation. The findings indicate that the Electronic Roya Service has been implemented quite effectively. The electronic system has simplified service procedures, improved administrative efficiency, facilitated document tracking, and strengthened coordination among the Land Office, Land Deed Officials (PPAT), and creditors. The high utilization of the Electronic Roya Service compared to the manual service indicates that the digital transformation of land administration services has been well accepted by users. The successful implementation of the service is supported by the availability of an electronic system, regulatory support, the readiness of human resources, and user participation. However, several obstacles remain, including system and network disruptions, suboptimal land data integration, and administrative errors in document submission.
