Abstract

Tanah Toa for the Ammatoa Kajang Customary Law Community (MHA) in Bulukumba Regency, South Sulawesi, is not just a physical space but a sacred living space governed by the teachings of Pasang ri Kajang. This research aims to analyze the governance and management of Tanah Toa, the pressures caused by the operationalization of the Business Use Rights (HGU) of PT PP London Sumatra Indonesia, and the efforts of the Ammatoa Kajang Indigenous Law Community (MHA) to maintain their existence. The research uses a qualitative method with a case study approach; data were collected through interviews, observations, documentation, and participatory rural appraisal techniques. The research results indicate that the governance of Tanah Toa is communal and centered around the authority of Ammatoa, while its management is realized through strict forest zoning, namely Borong Karama (sacred forest), Borong Batas (border forest), and Borong Luara (people's forest). The operationalization of rubber plantation HGU has led to overlapping claims, restricted access, and the transformation of some residents into daily laborers, while also threatening local springs and food security. Efforts to maintain the existence of Tanah Toa are carried out through the strengthening of customary law, the transmission of values to the younger generation, the arrangement of public facilities as buffer zones, and advocacy through regional regulations and the establishment of customary forests.
