Abstract

This study aims to analyze the effectiveness of the Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang (PKKPR) as a spatial utilization control instrument in the development of Taman Bahari Majapahit (TBM) in Mojokerto City, as well as to identify the influencing factors. Utilizing a mixed-methods approach with a convergent design, this research combines Geographic Information System (GIS) spatial analysis to assess land conformity against the Detailed Spatial Plan (RDTR), PKKPR document compliance assessment, and semi-structured interviews with relevant agencies. The results indicate that the assessment of PKKPR implementation has been effective, achieving a 100% technical compliance rate across the 13 required instruments. However, spatially, its utilization is not yet optimal as only 55% of the area has been realized according to the RDTR designation, while the remaining 45% is not yet fully utilized despite having no spatial function deviations. Based on Edwards III's implementation theory, this effectiveness is supported by a good understanding among space users, synergistic inter-agency coordination, and the implementers' awareness of environmental conditions through technical adjustments during construction. Conversely, the optimization of this spatial control is still hindered by physical construction preceding the issuance of the PKKPR document, the absence of formal monitoring, and several technical constraints in the field during the construction process.
