Abstract

This study examines the impact of land acquisition compensation utilization for the Northern Ring Road construction on the welfare of entitled parties in Sidokumpul Village, Lamongan Regency. This research is based on the prolonged compensation payment process from 2006 to 2022 and the absence of in-depth studies on the welfare of entitled parties after land acquisition at the research location. This study aims to identify the patterns of compensation utilization by entitled parties and analyze its impact on their welfare. The method used is qualitative descriptive with in-depth interview techniques, observation, and document studies. Participants were selected using purposive sampling, with informants including the Head of Sidokumpul Village and the Head of the Land Acquisition Section of the Lamongan Regency Land Office. The results of the study indicate that the use of compensation money is divided into three patterns: productive (purchasing agricultural land, business capital, education costs, boarding houses), consumptive (buying a car, Umrah pilgrimage, aesthetic renovations), and mixed. The impact on welfare indicators is education, money is used to finance children's education up to university and even abroad. Employment, the majority of permanent jobs experienced an increase, and some stopped due to old age. Income, 45% of participants increased, 40% remained the same, and 15% decreased. Expenditure, there was a significant shift from the third category to the fourth category. Housing, money was used to build, renovate houses, and settle inheritance rights. Health, all participants had easy access to health services, and the allocation of funds for health improved health conditions.
