Abstract

The digital transformation in the fields of land administration and geospatial information has driven the need for three-dimensional (3D) base data capable of representing objects more comprehensively than two-dimensional (2D) data. This need aligns with efforts to improve land base data being carried out by the Peraturan Menteri ATR/BPN Nomor 21 Tahun 2019 tentang Peta Dasar Pertanahan and the Kerangka Acuan Kerja (KAK) Pemetaan Foto Udara dan LiDAR dalam Rangka Peningkatan Data Dasar 3D Tahun 2024. Unmanned Aerial Vehicle (UAV)-based aerial photography is one of the technologies with the potential to provide high-resolution point cloud and orthophoto data to support the creation of 3D building models. This study aims to identify the Level of Detail (LOD) of the 3D models generated from aerial photography data and to evaluate their geometric accuracy based on the standards set forth in the KAK. This study was conducted on the campus of the Agrarian Polytechnic STPN because of its diverse range of buildings and good accessibility, which facilitated the smooth conduct of the research. This study employed a comparative quantitative approach through the following stages: ground filtering using the Cloth Simulation Filtering (CSF) algorithm, the creation of a Digital Surface Model (DSM), Digital Terrain Model (DTM), and Object Height Model (OHM), segmentation of Building Outlines (BO) and Roof Outlines (RO), as well as 3D modeling up to LOD 2 using SketchUp and visualization via Cesium. Model quality evaluation was conducted through LOD identification, model completeness testing using a confusion matrix, geometric accuracy testing using Root Mean Square Error (RMSE), and dimensional validity testing using a p-value-based paired t-test. The research results show that the generated building model meets the characteristics of Level of Detail (LOD) 2, with an overall completeness test accuracy of 97.50%, exceeding the minimum standard of 80% set in the KAK. The geometric accuracy test results yielded an average RMSE of 0,2848 meters. This is well below the 1,5- meter tolerance limit, while the dimensional validity test showed that all p-values were greater than 0,05, indicating no significant difference between the 3D model dimensions and field measurement results. The findings of this study demonstrate that aerial imagery can be used to generate LOD 2 building models.
