Abstract
Colomadu District ia a peri urban area experiencing rapid development due to its proximity to Surakarta City, major transportation corridors, and supporting infrastructure that enhances regional mobility. This development has increased the demand for non agricultural land, particularly for residential purposes, thereby potentially triggering agricultural land conversion and changes in land values. These changes are important to examine because land value is influenced not only by land use functions but also by location, accessibility, regional development, and land demand. This study aims to identify the spatial distribution of agricultural land conversion into residential areas, analyze changes in Land Value Zones (Zona Nilai Tanah/ZNT), and examine the relationship between agricultural land conversion and changes in ZNT values in Colomadu District during the 2018-2024 period. This study employed a mixed method approach combining spatial analysis, quantitative analysis, and supporting interviews.The data used included land use maps from 2018-2024, ZNT data from 2018-2024, field observations, and interviews with relevant stakeholders. Land use change analysis was conducted trough image interpretation and overlay analysis of the 2018 and 2024 land use maps. Changes in ZNT values were analyzed using both overall and spatial approaches because the number and boundaries of ZNT zones varied across observation years. Meanwhile, the relationship analysis was carried out by overlaying areas of irrigated rice fields that had been converted into residential land with the 2018 and 2024 ZNT maps, followed by a Spearman Rank correlation test. The results indicate a shift in land use from agricultural functions to built up areas in Colomadu District. Residential land increased from 984.0926 hectares in 2018 to 1,031.452 hectares in 2024, while irrigated rice fields decreased from 588.3471 hectares to 535.3871 hectares. The average ZNT value also increased from IDR 1,449,960/m2 in 2018 to IDR 2,359,773/m2 in 2024. Within areas where irrigated rice fields were converted into residential land, the overlay analysis produced 100 unique intersection pairs. Of these, 96 pairs experienced an increase in ZNT values, while 4 pairs showed a decrease. The weighted average ZNT value in converted areas increased from IDR 936,382/m2 to IDR 2,120,679/m2, representing an increase of 126.48%. The Spearman Rank correlation test yielded a correlation coefficient of 0.048 with a significance value of 0.635. These results indicate that the relationship between the extent of irrigated rice field conversion to residential land and the magnitude of changes in ZNT values is positive but very weak and statistically insignificant. Therefore, the extent of land conversion cannot be considered the sole determinant of changes in ZNT values. Interview findings suggest that increases in land value are also associated with accessibility, proximity to major roads, toll road infrastructure, residential development, economic activities, and land demand. Consequently, the relationship between agricultural land conversion and changes in ZNT values in Colomadu District is better understood as a spatial and contextual relationship rather than a strong quantitative relationship based solely on the extent of land conversion.
