Abstract

This study analyzes the planning, preparation, and implementation of the Complete Systematic Land Registration Program (PTSL) in Buyom Village, Nimbokrang District, Jayapura Regency. The research was motivated by the suboptimal implementation of land surveying and measurement activities due to geographical conditions, limited access, weather factors, incomplete initial land data, and low community participation. This study aims to determine the conformity of the PTSL implementation with the 2025 PTSL Technical Guidelines, identify the causes and impacts of incomplete land surveys, and evaluate the readiness of program preparation in supporting field implementation. This research employed a descriptive qualitative method using interviews, observations, and documentation as data collection techniques. The informants consisted of village government officials, officers from the Jayapura Land Office, adjudication committee members, customary leaders, and community members participating in the PTSL program. Data analysis was conducted through data reduction, data presentation, and conclusion drawing to describe the actual implementation of the PTSL program comprehensively and factually. The results indicate that the implementation of the PTSL Program in Buyom Village has administratively complied with the 2025 PTSL Technical Guidelines; however, its implementation in the field has not been fully optimal. The incomplete implementation of land surveys has resulted in delays in administrative processes, incomplete land parcel data, and potential community dissatisfaction. Nevertheless, the support of the village government, customary leaders, and the community has become an important factor in maintaining the smooth implementation of the program and increasing public trust in the PTSL Program in Buyom Village.
