Abstract

Agricultural Land Consolidation in Matakando Village, Mpunda District, Bima City was implemented as an effort to reorganize agricultural land parcels and provide land for infrastructure development. The activity is located in Rabantala, an area that is still used by the community as agricultural land. The land consolidation program has resulted in land parcel rearrangement and certificate issuance. However, post-land consolidation infrastructure development, such as farm roads, irrigation channels, and rice field embankments, has not been fully realized. This condition has become a problem because the community has contributed part of their land for development, but the physical benefits of the program have not been optimally received. This study aims to identify the inhibiting factors of post-agricultural land consolidation infrastructure development and to analyze the social impacts caused by the delay in infrastructure development. This study uses a qualitative method with a descriptive approach. Data were collected through interviews, field observations, and document studies. The informants in this study include representatives from the Land Office, local government or related technical agencies, village government, and community members participating in the land consolidation program. Secondary data were obtained from planning documents, implementation reports, design maps, action plan minutes, and other documents related to the implementation of Agricultural Land Consolidation in Matakando Village. The data were analyzed through data reduction, data presentation, and conclusion drawing. The validity of the data was strengthened through source and technique triangulation. The results of the study show that the delay in post-Agricultural Land Consolidation infrastructure development in Matakando Village is influenced by several factors, namely weak inter-agency coordination, unclear division of development responsibilities, limited budget availability, differences in development priorities, and technical constraints in the field. This delay has affected the community participating in the land consolidation program, especially because access to agricultural land remains inadequate, irrigation management has not been optimal, physical boundaries of rice fields have not been fully arranged, and the benefits of land consolidation have not been directly felt by the community. This condition has also caused public concern and reduced the trust of some community members in the follow-up implementation of the program. Therefore, the success of land consolidation is not only determined by the completion of land parcel rearrangement and certificate issuance, but also by the realization of the planned infrastructure development. This study suggests strengthening inter-agency coordination, clarifying the responsible parties for infrastructure development, setting a clear follow-up schedule, and ensuring budget commitment so that post- land consolidation infrastructure can be realized and provide direct benefits to the community.
