Abstract
The digital transformation of land services through the implementation of electronic certificates requires the availability of valid and high-quality land data. However, in the implementation of electronic certificate media conversion, various obstacles are still encountered that hinder the land data validation process. This study aims to describe the condition of land data in the validation process of electronic certificate media conversion, identify the obstacles that occur during the validation process, and analyze the impact of data discrepancies on the smooth issuance of electronic certificates at the Sleman Regency Land Office. This study employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and document studies involving land book and survey document validators, as well as related officials at the Sleman Regency Land Office. Data analysis was conducted using the Miles and Huberman model, which consists of data reduction, data display, and conclusion drawing. The results indicate that the condition of land data at the Sleman Regency Land Office is not yet fully prepared to optimally support the implementation of electronic certificate media conversion. Validation constraints originate from data, system, and human resource aspects. In Survey Document (Surat Ukur) validation, the identified problems include overlapping land parcels, parcel gaps, limitations in the quality of historical survey data, and limitations of base maps/aerial imagery. In Land Book validation, the identified problems include incomplete historical data, discrepancies in textual/juridical data between physical documents and the electronic system, and difficulties in tracing land records (warkah). The impacts include delays in the validation process, delays in service completion, an increase in application backlogs, low readiness of electronic data, and a decline in public trust in land services.
