Abstract
This study aims to determine the community's response and its differences based on demographics regarding the issuance of electronic land certificates through the Complete Systematic Land Registration (PTSL) program in Tanjungsari Village. This study uses a descriptive and comparative quantitative method. The population includes the people of Tanjungsari Village who participated in the 2024 PTSL program. A sample of one hundred respondents was selected using a random sampling technique. Data were collected through structured questionnaires and interviews to support the questionnaire results, then analyzed descriptively to describe the community's response and comparatively to examine differences between groups. The results showed that the Tanjungsari Village community had a positive response with a total percentage of 78.06%, measured from the cognitive, affective, and conative dimensions. This positive acceptance was driven by the perceived security of digital documents and strong social support from village officials and the younger generation. However, optimal utilization is still hampered by the community's cultural attachment to analog certificates, a lack of continuous digital literacy education, and economic constraints related to internet access. Statistical analysis also demonstrated a significant difference in response based on gender (p=0.038), with males showing higher acceptance. Conversely, age and education level factors showed no difference in response. In conclusion, although the electronic land certificate policy is well received, the technical independence of the rural community remains low. Therefore, it is recommended that the ATR/BPN agency and local governments conduct continuous socialization as well as practical mentoring regarding the Sentuh Tanahku application.
