Abstract

This study aims to identify the types of Micro, Small, and Medium Enterprises (MSMEs) developing in Sitimulyo Village, Piyungan Subdistrict, Bantul Regency, and to analyze their potential as the basis for the Agrarian Reform Access Arrangement Program. The study employed a qualitative method with a descriptive approach. Data were obtained through interviews and documentation in the form of MSME data from Sitimulyo Village and the Bantul Regency Cooperatives, SMEs, Industry, and Trade Office for 2025. The results indicate that there are 891 MSMEs spread across four business sectors: production, culinary, trade, and services. The production and culinary sectors are the most dominant due to the availability of local resources, high market demand, and the continued growth of community economic activity. This business diversity indicates that Sitimulyo Village has significant local economic potential to support the implementation of agrarian reform-based community empowerment programs. Based on the results of the business potential analysis that considers aspects of economic profit, number of business actors, ability to absorb labor, market opportunities, business sustainability, and their relationship to local potential, four businesses were recommended as the basis for the Agrarian Reform Access Arrangement Program, namely garment/tailoring, melinjo chips, bricks, and herbal medicine. The garment/tailoring business is the most superior business because it has the highest profit level, a large market, and large development opportunities. Meanwhile, the melinjo chips, bricks, and herbal medicine businesses have important contributions to the economy through the utilization of local resources, job creation, and the development of product added value. The development of these businesses can be carried out through strengthening the capacity of business actors, digital marketing, business legality assistance, institutional strengthening, and access to asset-based capital through the utilization of land certificates resulting from PTSL. Thus, MSMEs in Sitimulyo Village have the potential to become a key instrument in supporting the implementation of Agrarian Reform Access Arrangement and improving community welfare in a sustainable manner.
