Abstract

Climate change has increased the vulnerability of farmers in Kampung Reforma Agraria (Kampung RA) of Bagor Village, Miri District, Sragen Regency through drought, limited water resources, and declining agricultural productivity. This study aims to analyze the economic, environmental, and technological vulnerabilities faced by farmers, identify their adaptive capacity and adaptation strategies, examine government interventions, and assess the potential integration of Climate Smart Agriculture (CSA) into the Agrarian Reform Access Arrangement program through the Climate Smart Land Reform (CSLR) approach. This research employed a qualitative method with a Participatory Rural Appraisal (PRA) approach using in-depth interviews, Focus Group Discussions (FGD), seasonal calendars, farm sketch mapping, field observations, and document studies. The results indicate that farmers experience high levels of economic, environmental, and technological vulnerability. Adaptation strategies undertaken by farmers include livelihood diversification, adjustment of planting schedules, crop substitution, utilization of bore wells, application of organic manure, adoption of drought-resistant crop varieties, and implementation of the jajar legowo planting system. The government has carried out various interventions, including agricultural extension services, provision of climate information, agricultural assistance, and community empowerment programs. This study concludes that the integration of CSA into the Agrarian Reform Access Arrangement program has significant potential, supported by active farmer groups, village government, agricultural extension officers, and available infrastructure. Such integration can enhance farmers’ capacity to cope with climate change while simultaneously supporting sustainable agrarian reform.
