Abstract

The construction of the Jogja-Bawen Toll Road in Pringsurat Distric, Temanggung Regency, is part of a National Strategic Project (PSN) and requires land acquisition activities. In its implementation, the land acquisition process in Pringsurat District has encountered various challenges, particularly concerning the provision of compensation to entitled parties. This study aims to examine the implementation process of land acquisition, identify the problems that arise, and propose solutions to address these issues. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation studies. The data analysis process consisted of data reduction, data presentation, and conclusion drawing. The findings indicate that the land acquisition process for the Jogja–Bawen Toll Road in Pringsurat District, Temanggung Regency, has been implemented through four stages in accordance with Article 13 of Law Number 2 of 2012 concerning Land Acquisition for Development in the Public Interest, namely planning, preparation, implementation, and handover of results. The land acquisition process involved 175 land parcels located in two villages, namely Kebumen and Pingit. The primary issue encountered was the landowners' disagreement with the amount of compensation determined by the appraisal team (Public Appraisal Service Office/KJPP), as it was considered not to reflect market values and a sense of justice. This condition has resulted in delays in the land acquisition process, which has remained unresolved from 2022 to 2026. Consequently, out of the total 175 land parcels, 94 had to be settled through a consignment mechanism at the Temanggung District Court. Therefore, it is necessary to conduct a transparent and accountable re-evaluation of land valuation, strengthen deliberative mechanisms, and accelerate administrative settlement processes to support the successful implementation of land acquisition for the construction of the Jogja–Bawen Toll Road.
