Abstract

Community participation is a key element in sustainable village development planning. This study aims to analyze community participation in the preparation and implementation of the Masterplan of Pucung Village, Girisubo District, Gunungkidul Regency, as well as to identify the obstacles encountered and the solutions applied. Pucung Village is one of the karst villages in Gunungkidul that developed a participatory masterplan with the assistance of the National Land Polytechnic (STPN) since 2022, working toward the vision of "Pucung Mandara" (Independent, Peaceful, and Prosperous). This research uses a descriptive qualitative method with a social definition paradigm. Data were collected through in-depth interviews with the Village Head, village officials, BAMUSKAL members, sub-village heads, community figures, and residents involved in deliberation forums; field observation; and document review of the 2022 Masterplan, village budget (APBKal), and meeting minutes. Data analysis applied three theoretical frameworks: Arnstein's Ladder of Citizen Participation (1969), Habermas's Deliberative Democracy (1984, 1996), and Parsons's Theory of Social Action (1937). The results show that during the masterplan preparation phase, community participation was representative and consultative through a tiered deliberation mechanism (RT/RW, sub-village meetings, Musrenbangkal). Based on Arnstein's ladder, general participation was at the Informing to Consultation level (rungs 3–4), while community leaders and BAMUSKAL reached the Placation level (rung 5). Aspirations were dominated by basic infrastructure needs. During the implementation phase, participation increased significantly, particularly in Wotawati sub-village as the pilot area, reaching the Partnership level (rung 6) through labor-intensive programs, UMKM development, and tourism management of the Ancient Bengawan Solo Valley. Key obstacles include: 1) village fund reduction from IDR 985 million to IDR 376 million in 2026; 2) budget refocusing policies; 3) land use regulatory barriers (Sultan Ground, LSD, LP2B); 4) limited long-term community vision; 5) community dependence on government initiative; and 6) social jealousy among sub-villages. Resolution strategies include multi-source funding diversification, reclassification of regency roads as village roads, comprehensive transparency via website and social media, informal dialogue through Tarawih Safari, and redistribution of Village Original Revenue (PAD) through BUMDes. These findings are expected to serve as a reference for participation-based village development policies, particularly in karst areas with significant local potential.
