Abstract
Balerante Village, Kemalang District, Klaten Regency, is an area partially located within the Mount Merapi Disaster-Prone Area (Kawasan Rawan Bencana/KRB), including KRB III, which is categorized as having a high level of volcanic eruption hazard. Normatively, this area is designated as a protected area with restrictions on residential development. However, residential settlements and various community activities continue to exist due to historical, social, economic, and cultural factors. This condition reflects the dynamic relationship between spatial planning policies, community livelihood needs, and disaster risk reduction efforts. This study aims to analyze spatial utilization guidelines based on spatial planning policies, as well as to identify spatial control measures in disaster-prone areas of Balerante Village. A descriptive qualitative method was employed, utilizing data collection techniques such as document studies, field observations, and spatial analysis using Geographic Information Systems (GIS) through overlay techniques. The results indicate that spatial utilization guidelines in Balerante Village are classified into three zones: the Prohibited Zone in the National Park and water bodies; the Development Zone in community plantations and rural settlements within the cultivation zone; and the Conditional Development Zone in community plantations and rural settlements within the protected zone. The most suitable form of spatial utilization control is a preventive incentive and disincentive instrument. This approach is applied according to the hazard characteristics of each zone to manage the intensity of spatial use without displacing community activities that have developed over generations.
