Abstract
The digital transformation of the land administration sector through the implementation of electronic land certificates represents a key government initiative to improve the efficiency, security, and transparency of land services. However, the success of this policy is highly contingent upon the level of public understanding among service users. This study aims to examine the degree of public understanding in Jayapura City regarding the implementation of electronic land certificates and to identify the factors that influence such understanding. This study employs a descriptive method with a qualitative approach. Data were collected through semi-structured interviews, observation, and documentation. Research informants comprised residents of Jayapura City who had already received electronic land certificates, as well as officers of the Jayapura City Land Office. Data analysis was conducted in three stages: data reduction, data display, and conclusion drawing. The level of public understanding was analyzed using Bloom's comprehension theory, which encompasses three primary indicators: translation, interpretation, and extrapolation. The findingsreveal that the level of public understanding in Jayapura City regarding the implementation of electronic land certificates remains low and unevenly distributed. With respect to the translation indicator, a portion of the community has demonstrated the ability to distinguish between analog and electronic certificates. However, with regard to the interpretation and extrapolation indicators, the majority of respondents have yet to develop a thorough understanding of the functions, benefits, usage procedures, and security mechanisms of electronic land certificates. This low level of comprehension is attributable to several interrelated factors, including educational attainment, occupational background, limited digital literacy, and the suboptimal dissemination of information by relevant authorities.
