Abstract

Land redistribution is an instrument of agrarian reform aimed at providing legal certainty over land and strengthening rural livelihoods. However, the success of land redistribution is determined not only by asset reform but also by access reform and the continued use of land after redistribution. This study analyzes the implementation of land redistribution and the utilization of redistributed land in supporting the availability of land for food cultivation in Rantau Kalis and Kensuray Villages, Kalis District, Kapuas Hulu Regency. A qualitative descriptive- analytical approach was employed through interviews, field observations, document analysis, and spatial analysis based on Land-Use Management Balance data and the Regional Spatial Plan. The findings show that asset reform was implemented through the determination of redistribution objects and beneficiaries, parcel measurement and mapping, review by the Landreform Consideration Committee, and the granting of land rights. Rantau Kalis received 306 parcels covering 136.9769 ha, while Kensuray received 339 parcels covering 72.8405 ha. However, access reform still needs to be strengthened through production facilities, road access, capital, assistance, institutions, product processing, and marketing. Land utilization in Rantau Kalis contributes more directly through 61.2145 ha of irrigated rice fields, whereas Kensuray provides a more diversified contribution through 64.2103 ha of mixed gardens. The spatial analysis was used indicatively to identify potential cultivation spaces and does not represent the actual utilization of each land parcel. The contribution identified in this study is the continued availability of actively cultivated land rather than a quantitatively measured increase in food production. Therefore, asset reform needs to be accompanied by continuous access reform adapted to the characteristics of each village.
