Abstract

This study aims to describe the implementation of community empowerment programs in developing tourism potential in Kalurahan Banjarasri, analyze the factors affecting their suboptimal implementation, and formulate optimization efforts. The study employed a descriptive qualitative method, with data collected through interviews, observation, and documentation. The informants included the village government, BUMDes, Pokdarwis, the Tourism Office, community leaders, and local residents. Data were analyzed interactively through data collection, reduction, presentation, and conclusion drawing. The findings show that the community empowerment program in developing tourism potential in Kalurahan Banjarasri has been implemented, but it has not yet been implemented optimally or evenly across tourism locations. This condition is influenced by uneven community capacity and participation, weak governance and institutional arrangements, a lack of continuity in tourism management, and limited resource support. Optimization efforts need to focus on strengthening community capacity, improving institutional arrangements and stakeholder coordination, developing supporting facilities, and strengthening sustainable Community-Based Tourism practices.
