Abstract

The construction of Bagong Dam in Trenggalek Regency is a National Strategic Project that has experienced land acquisition delays from 2019 to 2025, with progress as of 2026 reaching only 97.25% of the total 1,232 land parcels. This study aims to analyze the conformity between the planned land acquisition timeline and its field realization, identify the contributing delay factors, and analyze the resulting social and administrative impacts. A descriptive qualitative method was employed with data collected through interviews, field observation, and documentation study, validated using source, technique, and time triangulation. The findings indicate that the land acquisition process has fulfilled procedural conformity but has not met timeliness requirements under Law Number 2 of 2012 and Government Regulation Number 19 of 2021 jo. Government Regulation Number 39 of 2023. The timeline discrepancy stems from an accumulation of interrelated obstacles, extending the process approximately seven years beyond the original target. Delay factors emerged in the actuating aspect, including rejection of inventory and identification activities, objections to compensation values, inventory disputes, administrative issues, forest area and relocation problems, and the Covid-19 pandemic. The planning aspect failed to anticipate field risks, organizing functioned well, while controlling proved insufficient in preventing ongoing delays. The delays produced social impacts comprising compensation conflicts, inter-village social jealousy, community comfort disruption, and shifts in social relationships, as well as administrative impacts including repeated location decree extensions, reissuance of residual land decrees, and the emergence of new heirs.
