Abstract
The construction of the Cimanggis–Cibitung Toll Road, as part of the National Strategic Project, requires land acquisition to support infrastructure development for public purposes. In its implementation, there are parcels of land for which compensation cannot be directly provided to the entitled parties, resulting in settlement through a consignment mechanism. This condition has the potential to create various risks that may affect both the land acquisition process and the overall toll road construction project. This study aims to identify the risks arising from consignment, analyze the risk management mechanisms associated with consignment, and examine the impacts of consignment risks on the implementation of land acquisition for the Cimanggis–Cibitung Toll Road construction in Bogor Regency. This study employed a qualitative method with a descriptive approach. Data were collected through interviews, document studies, and literature reviews. The analysis was conducted using a risk management approach based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency Number 1 of 2026, as well as SWOT analysis to formulate risk management strategies. The results indicate that the risks arising from consignment include operational, compliance, and reputational risks, which are influenced by land ownership disputes, incomplete documentation, differing perceptions regarding compensation, and the limited public understanding of the consignment mechanism. Risk management is carried out through risk identification, risk analysis, risk control, as well as monitoring and evaluation involving coordination among the Land Office, the agency requiring the land, village governments, and the District Court. Consignment risks have an impact on increasing the time and costs of land acquisition implementation; however, the existence of the consignment mechanism provides legal certainty and supports the continuity of the Cimanggis–Cibitung Toll Road development. The recommended risk management strategies include strengthening inter-agency coordination, improving the quality of land data verification, and optimizing public outreach and socialization for affected communities.
