Abstract
Land certification of local government assets is an important legal safeguard to provide legal certainty and prevent disputes, unauthorized occupation, and loss of regional assets. However, a significant number of land assets owned by the Government of North Lampung Regency remain uncertified, necessitating accelerated certification efforts. This study aims to analyze the strategies employed to accelerate local government land asset certification, identify the obstacles encountered, and examine the solutions implemented through a Collaborative Governance approach. This research uses a descriptive qualitative method. Data were collected through interviews with the Regional Financial and Asset Management Agency (BPKAD) and the North Lampung Land Office, as well as document studies. Data were analyzed using the Miles and Huberman interactive model, while collaboration was examined using Ansell and Gash’s Collaborative Governance theory. The results indicate that the acceleration of land asset certification is carried out through the utilization of the ATR/BPN Partner Application (Mitra ATR/BPN) and the Complete Systematic Land Registration Program (PTSL), supported by collaboration between the Land Office and BPKAD. The collaboration has functioned relatively well, as reflected in the clear division of roles, coordination, and shared commitment to achieving certification targets. Nevertheless, several obstacles remain, including limited operational budgets, incomplete administrative requirements, inter- agency miscommunication, and inadequate supporting facilities. To address these challenges, efforts have been made through financial support, improved coordination and communication, and optimization of certificate printing facilities.
