Abstract
Access Reform is an important instrument of Agrarian Reform aimed at improving community welfare by strengthening access to resources, production facilities, institutions, and markets. An ecological perspective is essential to ensure that empowerment programs not only enhance economic conditions but also support environmental sustainability. This study aims to analyze the implementation of Access Reform through semi-organic shallot cultivation in Selopamioro Village, Imogiri District, Bantul Regency, focusing on program interventions, the role of the Women Farmers Group (KWT), and the incorporation of ecological values into program implementation. This research employed a descriptive qualitative approach. Data were collected through interviews, observations, Focus Group Discussions (FGDs), document studies, and documentation. Data were analyzed using the interactive model of Miles and Huberman, consisting of data reduction, data display, and conclusion drawing. The results show that the Agrarian Reform Access Reform Program, also known as the Community Land Empowerment Program (PTM), was implemented through various interventions, including land certification facilitation, agricultural electricity provision, supporting infrastructure development, training in liquid organic fertilizer production, institutional strengthening, and marketing facilitation. Semi-organic shallot cultivation was selected due to its suitability to local land characteristics and its high economic value. The farming practices applied were economically feasible and supported environmental sustainability through the use of organic fertilizers, biological pesticides, soil and water conservation measures, and more efficient resource management. However, ecological considerations have not been fully integrated into the formal design of the program. This study concludes that Access Reform through semi-organic shallot cultivation has strengthened farmers’ welfare while encouraging more sustainable agricultural practices.
