Abstract

Land acquisition for the Solo–Yogyakarta–YIA (Yogyakarta International Airport) Toll Road development requires an effective, fair, and timely compensation payment mechanism to ensure the protection of affected communities' rights. This study aims to analyze the compensation payment mechanism using advance funds provided by the State Asset Management Agency (LMAN), identify the obstacles encountered during its implementation, and examine its impact on legal certainty and the protection of the rights of entitled parties. This research employs a descriptive qualitative method using in-depth interviews, observations, and document studies as data collection techniques. The findings indicate that the compensation payment mechanism has been implemented in accordance with applicable laws and regulations. However, several challenges remain, including incomplete administrative documents, differences in procedures among institutions, limited human resources, and dissatisfaction among some affected communities regarding the compensation value. Although the mechanism has provided legal certainty for entitled parties, its impact on improving community welfare has not been fully optimal. Therefore, enhanced coordination, communication, and simplification of administrative procedures are necessary to improve the effectiveness of land acquisition implementation.
