Abstract

The process of documenting land situation reports in Technical Land Consideration (PTP) activities at the Pekalongan City Land Office is still carried out conventionally through photo management, manual layout arrangement, and repetitive document editing, resulting in work inefficiency. This study aims to develop a web-based DOKSITA (Land Situation Documentation) application to support the efficiency of field documentation processes and to evaluate its functionality and user acceptance. This study employed a Research and Development (R&D) method using the Agile Development model. Data were collected through observations, interviews, questionnaires, and work-time measurements. System evaluation consisted of Black Box Testing, usability testing using a Likert scale involving officers of the Pekalongan City Land Office, and comparative testing to compare work-time efficiency between conventional methods and the DOKSITA application. The results indicate that DOKSITA was successfully developed as an integrated web-based land situation documentation system. Functional testing showed that 15 out of 20 indicators functioned properly. Usability testing yielded scores of 100% for ease of use, 97% for application appearance, and 95% for output quality. Furthermore, the implementation of DOKSITA reduced the documentation preparation time from 1,496.9 seconds to 883.97 seconds, resulting in an efficiency rate of 41%. Based on these findings, the DOKSITA application is considered feasible to support the digitalization of land situation documentation and improve the effectiveness of land administration services.
