Abstract

Agrarian access reform is expected to convert land-tenure security into sustainable economic benefits, yet its implementation in rural enterprises remains uneven. This study examines stakeholder roles, program impacts on capacity and income, and constraints affecting catfish enterprises in Sendangsari Village, Kulon Progo Regency. A qualitative single-case-study design was employed. Data were collected through in-depth interviews, direct observation, and document analysis involving the village government, Kulon Progo Land Office, supporting agencies, Pokdakan Mina Berkah Klegen, and Poklahsar Mina Serang Barokah. Data were analyzed through reduction, display, verification, and triangulation. Results show that stakeholders provided facilitation, technical assistance, seed support, financial literacy, product legality, business development, and market information, although post-program coordination remained weak. Capacity improved in production, husbandry, processing, packaging, and business management. Monitoring data indicated initial income increases of 6.00% for Pokdakan and 12.20% for Poklahsar, but these figures did not represent stable net income. Sustainability was constrained by capital, feed costs, technical risks, limited markets, weak records, and discontinuous mentoring. Access reform created initial empowerment but requires structured, continuous assistance. Keywords: agrarian access reform; economic empowerment; catfish enterprises; stakeholder collaboration
