Abstract

The transformation of land services from an analog system to an electronic system to an electronic system requires the availability of accurate, complete and integrated land data. In this conversion serves as a crucial prerequisite for the implementation of electronic land rights transfer services. This study aims to analyze the dynamics and achievements of media conversion in the implementation of electronic land rights transfer services at the Pontianak City Land Office, as well as to identify the obstacles, solutions and strategies applied during its implementation. This study employed a qualitative method with a descriptive approach. Data were collected through semi-structured interviews, observations and documentation involving officials, technical staff, Land Deed Officials (PPAT) and other related parties at the Pontianak City Land Office. The results indicate that the media conversion process is carried out through stages of examination, validation, digitization and authentication of both physical and juridical data prior to the issuance of electronic land documents. The implementation of this service has improved efficiency, accelerated service delivery, and enhanced the quality of land data. However, several challenges remain, including and technical system constraints. To address these issues, the Land Office has implemented cross-sectional coordination, multi-level validation procedures, human resource capacity building and the optimization of supporting facilities and infrastructure. Therefore, media conversion plays a significant role in supporting the successful implementation of electronic land rights transfer services at the Pontianak City Land Office.
