Abstract
Complete Systematic Land Registration (PTSL) is a national strategic program aimed at providing legal certainty and legal protection over land rights through comprehensive land registration activities. In its implementation, spatial data correction constitutes a crucial stage to ensure the accuracy of land administration data. However, PTSL implementers frequently encounter legal risks arising from measurement errors, data interpretation mistakes, and disputes that emerge after spatial data correction has been carried out. This condition highlights the need for effective legal protection to ensure that implementers can perform their duties with confidence and legal certainty. This study aims to analyze the effectiveness of legal protection for PTSL implementers in conducting spatial data corrections in Mamuju Regency, examine the impact of legal risks on the motivation and work accuracy of implementers, and assess the influence of community participation on the smooth implementation of the PTSL program. The study employs an empirical juridical method with a mixed-methods approach, combining quantitative analysis through questionnaires and qualitative analysis through interviews, observations, and document studies. The analysis is based on the theory of effectiveness and the theory of legal protection, supported by regulations concerning land administration and public governance. The results indicate that the implementation of legal protection for PTSL personnel in Mamuju Regency has been relatively effective, particularly through administrative protection mechanisms, institutional supervision, and dispute resolution procedures that prioritize administrative settlement before legal enforcement measures are undertaken. Such legal protection contributes to enhancing the sense of security, work motivation, and confidence of implementers in carrying out spatial data corrections professionally. Nevertheless, several challenges remain, including limited legal understanding, the potential for land disputes, and suboptimal inter-agency coordination. Furthermore, community participation has been proven to significantly influence the effectiveness of PTSL implementation, as active public involvement facilitates the verification of both physical and juridical land data in the field. This study concludes that the effectiveness of legal protection plays a significant role in supporting the successful implementation of spatial data correction and the overall achievement of the PTSL program. Therefore, strengthening legal protection mechanisms, improving the capacity of implementers, and enhancing community participation are necessary to ensure accurate land data, provide legal certainty, and support the sustainable success of the PTSL program.
